A water efficiency program is a structured effort to reduce landscape water consumption over time. It combines repairs, equipment upgrades, scheduling optimization, and where appropriate planting changes, sequenced so the cheapest wins come first and results are measured rather than assumed.

The order that makes the difference
Water efficiency work has a natural sequence, and doing it out of order wastes most of the budget.
Fix first. Continuous leaks, then breaks, then misaligned heads. Until water goes where it is supposed to, nothing downstream is measurable.
Tune second. Seasonal run times, cycle and soak on slopes and clay, and turning off zones that no longer serve a planting. This costs time rather than money and is frequently the largest single saving.
Upgrade third. Better nozzles, pressure regulation, drip conversion in beds, and a weather based controller.
Redesign last. Regrouping zones and converting turf are capital projects that only pay once the first three are done.

Measuring it, or it did not happen
A water saving nobody recorded is an argument rather than a result, and that matters because the person who approved the spend is usually not the person who reads the bill.
Two records make it provable. The audit findings, which describe what the system was doing before. And run time data by zone afterwards, which most modern controllers produce.
Consumption data is better still, and it depends on metering. Most commercial properties have a single meter mixing building use with irrigation, which makes the landscape share a guess.
A dedicated irrigation meter is a small project, often eligible for a rebate, and it converts every future claim from an estimate into a number.
Without a dedicated irrigation meter, every water saving on the property is an estimate somebody can argue with.
Rebates, which change more often than the rules
Water agencies in Southern California run rebate programmes for turf removal, smart controllers, efficient nozzles, and sometimes for irrigation meters and audits.
They change frequently, they vary by district, they often have a cap, and most of them require pre approval before the work starts. That last point is where properties lose money most often: work completed and then submitted is usually not eligible.
The practical approach is to check the current programmes at the point of planning rather than relying on what was available last time, and to build the pre approval step into the project schedule.

Frequently asked questions
Where does the biggest water saving usually come from?
In order: fixing leaks and broken heads, then correcting the controller schedule so it changes with the season, then converting bed and shrub areas from spray to drip, then plant palette changes. The first two cost the least and typically deliver the most, which is why any program that starts with replanting has the sequence backwards.
Will reducing water hurt how the property looks?
It should not, and if it does the program was executed poorly. Most commercial landscapes in Southern California are overwatered, which produces shallow roots, more disease, more mowing, and more weeds. Watering correctly usually improves plant health while reducing consumption.
How do you prove the savings?
By establishing a documented baseline before any work, then tracking consumption against it, adjusted for weather so a wet year does not get credited to the program. Without a baseline, savings claims are unverifiable, which is a reasonable thing for ownership to be skeptical about.
