Where the water money actually goes
On most commercial properties, water costs more than the crew. That surprises people, because the maintenance invoice arrives every month with a name on it and the water bill arrives from the city looking like a fixed cost.
It is not fixed. Nearly all of it is controllable, and most of the waste comes from a short list of causes that repeat on site after site.
The largest is simply a schedule nobody has changed. A controller set in May and left alone waters in January at the same rate. That single fault can cost more than every broken head on the property put together.

What an audit actually finds
An audit is not a walk around the property. It is running every zone, standing there while it runs, and writing down what happens.
That sounds obvious. It is also the step most sites have not had in years, because it takes hours and nothing about it is visible from the parking lot.
The findings split cleanly into two groups. Things that are broken, which cost money every day until they are fixed. And things that are inefficient, which cost money more slowly and usually need a small capital decision.

Why zones matter more than run times
A zone is a group of plants that get watered together. If a zone mixes turf and shrubs, or sun and deep shade, there is no run time that is right. Either the turf browns or the shrubs drown.
Grouping plants by how thirsty they are is called hydrozoning, and it is the difference between a system you can tune and one you can only compromise.
Fixing zones costs more than changing a schedule, because it means moving pipe and valves. It is also the fix that makes every later saving possible, so on a property heading for a renovation it is worth doing first.
Living with water restrictions
Water rules in Southern California change, and they change by district rather than by county. Two properties four miles apart can be under different day limits.
The practical effect is that a schedule has to be legal as well as sensible. A three day week with the same total water needs longer, better placed cycles, not the same cycles run less often.
This is also where documentation earns its keep. When a district asks, a property that can produce zone run times and a repair history is in a very different position from one that cannot.
What a smart controller does, and what it does not
A smart controller changes run times based on the weather instead of a calendar. On a site running one schedule all year, that alone is usually the biggest single saving available.
What it does not do is fix anything physical. A smart controller on a system with four broken heads waters the pavement more intelligently. The order matters: repair first, then programme, then upgrade.
The second thing it does not do is run itself forever. Controllers need someone to check them, especially after a power cut, a firmware update, or a valve replacement. A smart controller nobody looks at drifts back to being a dumb one.

Turning water savings into something you can show

Where the property has the metering for it, actual consumption over time is better still. Many commercial sites have a single meter for the whole property, which mixes irrigation with building use and makes the landscape saving invisible. A dedicated irrigation meter is a small project that makes every later claim provable.
